…any semiautomatic pistol with a cruciform trigger bar that can be readily converted by hand or with common household tools into a machinegun by the installation or attachment of a pistol converter, as specified, and “pistol converter” as any device or instrument that, when installed in or attached to the rear of the slide of a semiautomatic pistol, replaces the backplate and interferes with the trigger mechanism and thereby enables the pistol to shoot automatically more than one shot by a single function of the trigger.

Head of the class is Glock. As the Senate Legislative Analyst’s Office pointed out:

The B&L case contains 9 CA language which prohibits this specific type of prohibition.

Has the legislature stepped in and EXEMPTED individual law enforcement officers yet?

Yes, senate amended section 27595 with
"This section shall not apply to any of the following:
....
(9) The sale of a machinegun-convertible pistol to an individual who is an active peace officer described in Section 830.1 or a reserve peace officer described in Section 830.6 who is employed or appointed by a law enforcement agency described in Section 830.1 and is authorized to carry a firearm on duty."

It's already been pointed out on another thread it only effect's Glocks that have a certain feature.

It’s an Assembly Bill currently in the Senate referred to 2d reading on the Floor.
After reading it will progress to 3rd reading on the Senate Floor which will allow Floor Debate.
If passed it will return to the Assembly Floor for concurrence with amendments.
Passing that, it will be engrossed and then enrolled to the Governor for consideration.

But, Glock is the target for “Glock switches”.

The Shadow Systems guns may also come under scrutiny, but not much else. This may depend if its doable with the following tools. I assume it'll be up to the State OAG. As written, I don't think the gen 5 Glocks - were they to come to CA - would avoid this ban.

CCR Title 11, § 4082 (d) "Common household tools" means screwdrivers, pipe wrenches, vice grip pliers, other pliers, hacksaws, crowbars, electric/cordless drills, hammers, chisels, and crescent wrenches.

This bill has gone through the same procedural hurdles usually required of all bills (exceptions can and do exist). But for this bill to move with limited restrictions through both houses isn’t surprising. The Legislature holds a supermajority in both houses and gun control is essential to Newsom’s political image. It isn’t “funny” (read odd) that these bills pass swiftly…many other subjects move with the same speed, or faster (see the redistricting actions).

Wet dream for the state would be for this to pass, go into law, remove all glocks, shadow systems, and that new derya clone.

Then the state wins the microstamping roster case (currently an injunction) and they drop all guns with an asterisk.

One, two punch KO to us in California.

On 2 Sep, the bill passed 2d reading in the Senate and was ordered to 3d reading.
Although it could appear on file for 3d reading this week, it probably won’t be on the file until next week.

Last day to sign or veto bills in the Gov’s possession by 12 Sep is 12 Oct.

It will take a while to collect all the anti-gun bills and schedule a public signing with the usual suspects (Everytown; Moms Demand, etc.). This will be the showcase because it will ban machine guns.

hell yes he's going to sign it, bro! He can't WAIT to sign it
(he just has to let his executive PR team run it by his Executive Executive marketing team for analysis first)
or he does nada and it rolls into law i think

Haven’t had time to chew on this but, the bill got a major amendment just prior to being approved by the legislature.

It appears that the amendment gives Glock (or manufacturers of crucifix firing system pistols) until July 1, 2026, (six months following its effective date of 1/1/26) to redesign older generation models to prevent illegal modification with machinegun conversion devices. If this is done, the older modified gens (read Gen 3) would be grandfathered onto the roster without the need for the “Safe Handgun” attributes (CLI, mag disconnect, etc).

Newer generation 4 and 5 Glocks, which are far more common in other states, appear to still be excluded from the roster.

Here’s the final amended version showing the changes in blue.

ETA: The “firearm accessory” language is concerning as well as the concept of “reasonable controls”. The first is far too broad and the second is far too ambiguous.

But this looks like a deal to allow Newsom to ban machine guns while showing his support of the 2A and firearms industry efforts to provide common sense solutions (I hated writing that).

Looks like it was presented to the governor at 3:00 p.m. on the 24th. So he's probably got until the 24th of October.

ironically the gen 5s can't take a glock switch without modifying the slide substantially, I wonder if they could just put gen 5s on the roster since it's already a literal redesign that won't take a glock switch.
