Does this mean if the holster has a 10 degree forward cant it's illegal? How neutral is neutral, only 0?

Maybe I’m misunderstanding but I think you already have an answer. See section. 10 < 15. 10 degrees is IDPA legal.
 
“Muzzle rear cant” as in the muzzle is pointing behind you and rear of slide angled towards your front. Are you wanting to have the muzzle pointing forward so you have to draw the gun out towards the back of your body?
 
Forward or rear, the limit is 15 degrees.

As it was explained to me in my SO/RO Cert class, IDPA is supposed to be a duty or defense carry setup. This rule keeps your firearm at the belt line with no wild hangers or drop leg holsters that circumvent concealment.

Edit: The only exceptions are for LEO with a full duty belt and PCC who just cant conceal.
 
No, I see they’re just describing it the opposite of how holster makers describe the cant. Got it
 
IDPA does not allow any cant where the muzzle is more forward than the rear of the pistol. You are allowed to have an FBI style cant where the muzzle is up to 15° behind the rear of the gun.
