Precisely. SCOTUS gets upwards of 8k requests for cert/year. They grant maybe 150 and hear 68-80 in full argument.

It's probably a good sign that the case is being rescheduled again, not as good as if certiorari had been granted after the first conference (suggesting a desire of the Court to overrule), but the current action suggests that the justices are struggling with the case.

But look at it the other way. Today's order list only granted three Certiorari requests and denied close to 340 requests
