No, not thousands. Only a half dozen, but then ask for the maximum penalty, which might be something like 360 days in jail. That should be enough deterrent. Might require some forum shopping to get the right judge, but both sides are very good at that. In small counties there is often only one judge who hears certain classes of cases (like one for felonies and family law, one for misdemeanors and traffic), so you can easily predict which judge you'll get.
Subpoena the records of the sellers. Their names can be found everywhere.

The answer is that they don’t know, and they don’t care.
Under what authority could a California court subpoena the records of a business completely outside of its jurisdiction? And even if they did, what could a California court do if an out-of-state business ignored its subpoena? The state’s only hope would be diversity jurisdiction in federal court, but that would require a civil lawsuit with an amount in controversy exceeding $75,000.

There has always been a huge hazmat declaration pasted on the box often accompanied by a live ordnance declaration. I don’t have nor will I ever have an FFL of any kind, so that reference is lost on me. With that, any agency with enough motivation can identify and track a parcel containing ordnance. It would not be that difficult, this is not 1977.
