I came across a used gun at the LGS that I am going to buy. I assume those are also subject to the 11% tax?

If consignment or used dealer sale, yes, subject to 11% gun tax. No if PPT.

Could the dealer sell it to you as part of their personal collection as a PPT?

There is no part of that 11% tax worth a dealer trying to save a customer that if they get caught, the dealer is going to be responsible for. Especially since there will be penalties and fees. Further, the boundbook shows the path of the firearm. DROSing it to the dealer to have to turn around and PPT it back to a customer so they can save 11% make zero legal or financial sense. Everyone hates the 11%, we get it. Now support FPC so they can keep their lawsuit going.
