does this mean like actively consuming alcohol? or can you have a few drinks at home then go for a walk and carry?
You're supposed to be sober anytime you carry. Even if it wasn't illegal it's dumb to be impaired with a gun. That's how ND's happen

According to the official text updated via SB 2, a licensee shall not:

(1) Consume an alcoholic beverage or controlled substance...
(2) Be in a place having a primary purpose of dispensing alcoholic beverages for onsite consumption.
(3) Be under the influence of any alcoholic beverage, medication, or controlled substance

Following a major ruling by the Ninth Circuit Court of Appeals in the case May v. Bonta, the state's tougher restriction under California Penal Code § 26230(a)(9) went into full effect.
The California Department of Justice official enforcement directive confirms:

1. The Location Rule: ANY Establishment Serving Alcohol [1]
Under Penal Code § 26230(a)(9), it is strictly illegal to carry a concealed weapon into any bar or restaurant that serves alcohol, including their connected parking lots. The old loophole allowing carry in the dining area of a standard restaurant that happened to sell beer or wine is gone. If the business serves alcohol on-site for consumption, it is a prohibited "sensitive place".

i feel like it doesnt specifically answer my question, like if i have a few drinks at home then go for a walk carrying am i breaking the law? or the letter but not the spirit

I think you are, "(3) Be under the influence of any alcoholic beverage, medication, or controlled substance" seems pretty clear.
 
Neat. I can now smoke all that marijuana I definitely was not before.
