Couod just do it yourself it's pretty easy, just need an action wrench barrel vice and go/no go gauges. setting headspace is as simple as putting the go gauge in the chamber and tightening the nut (basically). Hardest part may be getting the old barrel depending on the brand.

I am competent enough to do it I even put a cart together of all the tools then I was thinking I don’t want to buy equipment that I use once every 5 years.

you can always use Amazon Rental Service lol. That's why I don't have a barrel vice but I do have an action wrench, I'm also in Sac if you want to borrow the action wrench.

5.5hr drive. I fly into Burbank all the time for work haha I’ve never flown with a rifle.

I am 20min from Burbank airport while you happen to be down in the area.
Break the rifle down to just the barreled action with the bolt and the new barrel you want installed and it will fit into a much smaller locking case that you declare and check as baggage.
The TSA will want to inspect to be sure it's unloaded so add extra time for check-in.
