I think the answer is: nobody knows. The term "park" in SB2 is not defined.

Some open space preserves are run like a park: They have hiking trails, parking lots, rangers, big signs with rules, guided walks, and maintenance workers. I would not want to try to convince a jury that this is not a park.

On the other hand, some open space preserves are just locked off pieces of land, with a fence around it, no trespassing signs, and nobody is allowed to enter. I think those would not fit any reasonable definition of "park".
 
How about no parking lot, no rangers, no "no trespassing" signs, though dogs on leash and no swimming, plus carry out your garbage etc?

SB2 sucks!

(12) A park, athletic area, or athletic facility that is open to the public and a street or sidewalk immediately adjacent to those areas, provided this prohibition shall not apply to a licensee who must walk through such a place in order to access their residence, place of business, or vehicle.



(13) Real property under the control of the Department of Parks and Recreation or Department of Fish and Wildlife, except those areas designated for hunting pursuant to Section 5003.1 of the Public Resources Code, Section 4501 of Title 14 of the California Code of Regulations, or any other designated public hunting area, public shooting ground, or building where firearm possession is permitted by applicable law.

The point is that it's concealed, I'll let you extrapolate the rest but the IA rules are not really laws they are just permit conditions.

Coming into contact with LEOs like in passing? Or they're questioning you like you got pulled over? Former doesn't require you to say anything about a firearm.

Not really. Concealed means concealed. Do not tell them unless they say they are going to pat you down for weapons. If the cop says, "Hey you do not have anything on your that is going to hurt me do you?" You say, "How can I help you officer?" Change the subject. Also, do not do things that get you stopped at a park.
 
Anza Borrego State Park is miles of open desert. Yet it is called a park. No shooting allowed, posted everywhere. Don't know about CCW in CA state park.
 
I will say this same thing I told a ccw class. You all can do what you want. It s better to live and fight in court than to be dead. You are concealed carrying. There should. Be no reason for LE to co tactical You for any reason u less you are acting suspicious.

I have talked to plenty of LEO while carry and never once have I notified the IA. It is not relevant, the only time you have to notify is if you are being questioned or detained.

As such it is also an easy process as long as you are cooperative. I had to draw down on someone who pulled a knife a knife on me. Fortunately he complied and dropped the knife and no shots were fired he was taken into custody when the cops finally arrived.

I surrendered my weapon for the le grh of time it took to give my statement with my lawyer on speaker phone, I signed a citizens arrest form to press charges and they gave me my gun back..

I called the IA about 1 hour later and they had me surrender my CCW until they finished an investigation with the local PD. I had my lisc. back in 10 days free and clear.

Point is nobody should know your carrying unless they FAFO. From there as long as you did everything legit you will be fine and alive.
