I’m getting all of my documents in order to fill out CCW application.

I have to provide 3 written, signed references. Does anyone have examples or an advice of what information should the letter contain?

My sheriffs department only provides this information regarding letters:

Be prepared to submit [B]three (3)[/B] signed reference letters. These reference letters must be authored by a non-family member who can attest to the applicant’s good moral character and shall include the author’s contact information and signature

That’s still current? It’s already post sb2 now; it’s no longer about good moral character. Post bruen, but pre-sb2; was about good moral character.

For my IA, they just required submitting 3 references with contact information to satisfy sb2’s requirement; nothing about needing a letter. They only called them and asked them some simple questions.

Good or moral character is the only way they can deny you currently. Its the "good cause" that has been removed self defense is accepted Like DUI new or old. Parking tickets, arrests, multiple police contact good or bad, Domestic issues new or old. This are some of the reason people are denied. But requiring reference letters is just a way to discourage people from appling. That are pretty 💩ty tactic for that county.

Still current. It's listed on their website and reiterated like twice in permitium.

IA is Santa Barbara County Sheriff.

If moral character is no longer an option for them to deny, and me being 100% confident theres nothing disqualifying in my background (which they'll obviously confirm, as they have with my clearance, ffl, and coe), I'm not sure the point of requiring references.

I of course could be wrong. But that is not at all how it reads to me. As of June 23, 2022, California is a "Shall Issue" state. Below is the language of what "Shall Issue" says. I dont see any way to infer that they can deny you because they dont think you meet their moral standard:

  • Shall-Issue Status: If an applicant is not a "disqualified person" (e.g., criminal record, safety risk) and meets training/age requirements, the sheriff or police chief must issue the license.
  • SB 2 Implementation: Senate Bill 2, which took effect in 2023/2024, removed the "good cause" requirement and established more uniform, objective standards for issuance, such as training requirements, and set the minimum age to 21.

What I was told were questions of any history of anger problems, any violent history, do you think soysauce should have/be a good candidate for/have a problem with having a ccw permit, any involvement/associations with gangs, and any known drug use? It was just a simple phone call questionnaire. Questions may vary depending on your IA though……

SB-2 removes good moral character. After reading through the bill, from what I understand it as, not being prohibited from owning firearms is a start. But Penal Code section 26202 adds certain past offenses which prohibit if you are allowed to be issued a ccw; with some limited to 10 years of a prohibition while others don’t list a limit of how long. If someone is good to go on the other portions; the IA could still decide if they could deny you based on if they feel you would be a danger to the public/community but they would need proof.

I don’t know what your clearance is. But having the FFL/COE doesn’t matter based on what I was told by my IA; it doesn’t help. At first I thought it would be a good proof of good moral character or help the application look better; such as 03/COE.

Was that last portion a summary from AI?

So shall issues is the new good or moral character aka safty risk.
