How far NorCal and are you looking for some specific expertise? I can refer you to a guy in Fremont, but not sure if you mean "NorCal" like Redding or NorCal bay area, etc..

Fremont isn't norcal. That's almost 6 hours of southerly driving for me.
that's why I asked for clarification as well.Just to clarify you don’t need an FFL to build one, only to buy. How far disassembled is your rifle? Typically if the upper is complete, the lower is a cakewalk. You’ll need a few tools, vice block armorers wrench lock tight, a punch to stake the nut, but it’s pretty straightforward. The hardest part I found was the springs for the trigger but someone said YouTube is a great reference.
Now if the upper needs to be completed it’s more time consuming for sure but you can assemble lower and test it out. Don’t dry fire without the upper attached though you can crack the lower if the hammer hits it. I’m in Vacaville, there’s a place called delta precision firearms, or goodshots. Maybe give them a call and see what they’ll charge.
