CCW Los Angeles CCW (LASD ONLY)

^^^ I appreciate your input, and am glad that you were able to secure your permit.
When I went through the process with Kern county (as a primary residence back then) the process was a couple of months. Getting it changed over to LASD was initially easy due to employment when I moved. Renewing it has been an altogether different issue after retirement.
I however speak out due to what I observe that others are going through. Waiting as long as some (most) are is despicable.
While I place no blame on the individual unit members running the process, I do point to the Sheriff. He is the end of the line so to speak, and he is responsible. If lawsuits are successful, he will be forced to make it better through the use of automation, and to remove the burden on his unit to do so much manually, if that is indeed the issue.

The SOLUTION I offer is:
* Applicants secure their required training, fingerprints/livescan, application, references, firearms checks, photo, etc., all PRIOR to applying, on their own time. These items should be good for at least six months before expiring.

* IMMEDIATELY upon applying, the electronically delivered CCW permit is valid, UNTIL LASD can prove otherwise why it should be denied. This temporary permit is valid for two years, and is fully renewable indefinitely. The applicant may if they wish print a hard copy, or store the electronic version on any device for presentation as required by law.

* LASD has 90 days to make a denial for cause, and must state the reason, with applicable law to back it up. After 90 days, a permanent card must be issued. Failure to do so by the time any temporary permit expires at two years, the extension of the temporary permit will occur automatically and WITHOUT CHARGE (ZERO $$) to the applicant.

While I deplore the need to permit a constitutional right, the above would go a long way towns the eventual correction and restoration of the rights of the citizenry.

A few things I'm curious about here :

1. Can you elaborate on how you switched residence and were quickly granted an LASD ccw? My understanding is nomatter where you are coming from, CCW holder or not, you have to reapply with LASD.


2. What is the electronically delivered CCW permit? At no point was I notified, or issued, an electronic CCW permit. Furthermore, LASD makes you sign a "contract" stating you will only carry with the physical card on your person. Failure to do so will cause you to lose your CCW permit - someone on reddit just the other day was stopped, notified police of their CCW in their vehicle, but failed to produce the card and lost it.

1) Pre-Bruen, before the crush. Being a county employee in a particular position had some bearing. I believe the current change in residency for most is like you describe.

2) The “electronically delivered CCW permit” is NOT applicable to LASD’s current system; it is part of my SOLUTION to the problem, as I propose it.

There is absolutely NO REASON that LASD can justify their slow process. As the latest “non-resident” settlement and court order describe, permits may be physically mailed for example. If that is the case, why not mail ALL permits? Making citizens wait for a pick-up appointment is yet another delay tactic. This whole business of waiting for a notice to proceed to training, waiting for a phone call from some unidentified phone number, waiting until the application is “entered into the system”, waiting, waiting, etc. It’s all total BS. Having a very small staff to manually do all of it is no excuse. The solution I propose as outlined earlier will work. The state and some IA’s may not like it, but who cares what they like? The citizens have been getting screwed forever. Time for that to change.
 
Are we going to do anything about that? Or are we just going to sit here and take it?
There are some avenues for change as I see it, however none are guaranteed:

1) Attend a BOS meeting, and make the case publicly.
2) Elect a sheriff who takes the whole CCW issue seriously.
3) Litigate against the sheriff. This is underway currently through CRPA.
4) Outside influence (in the form of some national recognition, change, etc).

In all reality, litigation or an outside influence are the most likely to achieve change the soonest. Litigation has already gained some (out-of-state residents, and some minor adjustments in other areas) and is moving forward. Keep in mind that the 9th Circus and the appellate industry will eventually start gaming this, so there is that. Another hope is for the POTUS to sign legislation forcing California to recognize permits from other states, the exact deals of which will eventually be ironed out if it gets that far. If California is ever forced to recognize for example an Arizona CCW, and a California resident using said permit could legally do that, it will be game over in that regard. That alone is a good enough reason for everyone currently waiting here in California to acquire an out-of-state permit, in hopes that the POTUS will eventually give us something.

If California is ever forced to recognize for example an Arizona CCW, and a California resident using said permit could legally do that, it will be game over in that regard. That alone is a good enough reason for everyone currently waiting here in California to acquire an out-of-state permit, in hopes that the POTUS will eventually give us something.
It appears that the current cases/legislation attempt to have a CCW permit issued by your 'home' jurisdiction recognized nationally. That isn't much help to folks waiting 3 years to have their 'home' jurisdiction issue (like some counties), or where there are many onerous rules and regulations driving up the cost and timeline for issuance and renewal (as SB2 did in for everyone California).

I agree that court cases and federal legislation are the only realistic path to a more rational process. I'm just not hopeful regarding the timing.

As for number 1, what are we waiting for? Why haven't we put together a group of people who can show up to EVERY hearing with public comment time and make our case? There has to be people who this is important to who have extra time to do this. I've never been to a BOS meeting. Is there a limit to how many people can make a public comment? If not we could keep them there all night as each of us pleads our case. Maybe they'd get tired of us wasting their time and they would stop wasting ours?

Some years ago, I attended a few BOS public meetings to make comments regarding employment contract issues. I do not recall much of the rules regarding public (or employee) commentary, but I was able to speak on more than one occasion. Would this work?…who knows, but I highly suspect that the BOS would take no action, as I believe that they would rather the whole CCW issue go back to how it was pre-Peruta (remember that?…it was another one that SCOTUS denied cert for), with guaranteed denials except for certain unicorns and employees. Personally I believe it to be a waste of time, but knock yourself out if you like. Most folks who attempt the whole CCW gauntlet are not the noise-making type. Most sit back and quietly wait around for a few years like obedient taxpayers, fearful of rocking the boat, making excuses for the exceedingly long delays, and growing old.
SCOTUS, with this whole permit business has gone in balls deep on the citizenry, and the state has taken full advantage.

I couldn't agree with you more.

I just think if there are thousands of people waiting there has to a hundred or two that are willing to do some protesting.

While many states recognize out-of-state CCW licenses, a number of them only recognize resident licenses. If California was forced to recognize out-of-state licenses, you can be sure that they would only recognize resident licenses, to ensure that California residents don't do exactly as you lave laid out. Hope not, but I wouldn't bet against it.
 
Finally, light at the end of the tunnel. Here is the final timeline for my LASD initial application:

02/21/23 - Submitted Application To Local Sheriff's Department [$35]
03/16/23 - Application accepted and entered to system.
11/19/24 - Received interview call + Live Scan with PostalAnnex [$153], Live Scan CA & FBI Status Completed
11/20/24 - Submitted All Required Documents, Live Scan Firearms Status Completed
12/28/24 - Received Proceed To Training Email
1/5/25 - Finished Training and Submitted Training Certificate with FTA [$310]
2/20/25 - Received call to pick up permit
3/26/25 - Picked up permit [$130]

Total Fees - $628
$35 - Cashier's Check Initial Application Fee
$153 - Live Scan Fee
$310 - ($260 + $25 + $25) - Firearms Training Fee for 3 handguns.
$130 - Cashier's Check Pick Up Fee
PS: Not including ammos, gas, lunch, heartaches, and patience.

Total Time - 2 years 1 months 6 days (or 25 months 6 days or 109 weeks 2 days or 765 calendar days)

Also, applied to AZ, UT, and FL on 1/5/25 paid $100 extra for fingerprint and application processing with FTA and processed within 4 weeks.

How do you guys know when they call you? I get a lot of random numbers calling me (robo calls, telemarketers, cold calls for random stuff), so I wonder if they tell you to save a specific number that they will call you from so you know who's calling. Would suck to miss an appointment set up thinking it was a spam call

today should be the day that I start my renewal process, 90 days prior to expiration. However, I just purchased a new firearm that I would like to put on my CCW. The DROS will not be completed until Friday. While I have the serial number already, I fear that if I start the renewal process now, before it has been completed, that may create a delay. Unless somebody here thinks otherwise, I’m gonna hold off on starting the renewal process until I pick up the firearm this Friday or Saturday.

I think you can start the process now, you can will need the final list of firearms for qualification during training.

I would submit your renewal now. If you have all the info on the new firearm, I'd submit it. It's going to take longer than the 10day waiting for them to process i would imagine. Or submit without to get the ball rolling. I submitted mine on the 90 day, almost one month to receive the ok to qualify. Did that a week later. Mine expires tomorrow and still haven't received a call 🤷‍♂️
 
I’m going to go for my training next week right after I submit the renewal, before getting the go ahead. I don’t think it’s gonna matter.

*Submitted renewal application on my 90 day (Nov 23)
*Received email to move forward on course (Dec 24)
*Submitted Certs (Jan 8)
*Received automated VM & Email CCW was approved and to schedule pick up online (Feb 27)
*Went online and scheduled my pick up for first available which is March 14th.
