I think this is why a lot of people are looking for the SCOTUS to issue clearer guidance post Bruen. You might find Chuck Michel's recent podcast appearance interesting (ignore the click-bait title, there's no "BIG" news):

I’ll try to behave, but every time someone mentions that greasy it gets my BP up. IMO he’s too contaminated to be POTUS, and if the Dems were smart, they’d run literally anyone except him. Any Republican with half a brain would simply have to point to the ‘legacy’ he’s left here (I don’t think I need to name everything he’s done, not just with 2A, but in everyday life, we all know) and that would be the end of it.

Thing is if he did get the nomination he will automatically have 47 percent of the vote.Dems are good about sticking together come general election.He is also good at spinning words too.

FYI, Newsom signed AB-1127 (Glock ban), AB-1078 (3-in-30 handgun rule & CCW changes), and SB-704 (barrel face-to-face requirement & eligibility checks) today.

I'm not sure what the status of AB-1263 is - I'll check tonight.

Yeah. Not a good day... Are you the one the mentioned this upthread? I've been pondering this... I know the law includes smooth bore barrels, but since black powder guns are not "firearms", this may be exempt. Practically, it comes down to whether Brownell's will send it to you...

I don't think there's any exemption. 16520 (d) outlines which laws antiques are exempt from, and none of the new or amended sections are present there.

There is an exemption for c&r barrels for ffl03+coe holders. How do you prove a barrel is c&r though lol? Some of them may have dates stamped on them, but many won't. Many sellers will probably ignore that exemption anyways and still demand an 01 to ship to. This exemption would not apply to newly made musket barrels, as they aren't 50 years of age.

At least the bill is only going into effect in July of 27.

No, the law goes into effect and requires face-to-face transfer and ID check at an FFL staring 1/1/2026 (and they can charge a transfer fee). The eligibility check and FFL reporting requirement is what starts 6/1/2027.

Hm... I think you're right, but I'm a bit confused. Black powder guns are considered "antique firearms" under 27 CFR 479.11. California's definition of "firearm" seems to make no distinction between centerfire/rimfire and black powder, but then the federal "antique firearm" definition is used to exempt black powder guns from FFL transfer requirements under PEN § 27530. So I guess you could buy a complete black powder rifle and still have it shipped to your door, but SB-704 would require an FFL transfer and eligibility check for a barrel for the same gun... sweet...

Personally, I think 33700(g)(2) should be interpreted as a blanket exemption for FFL03/COE holders... It exempts you from ammo eligibility checks, it should exempt you from the same eligibility check for barrels.

AB-1263 was signed Saturday - implements ID, disclaimer, and purchaser acknowledgement requirements, mainly aimed at constricting e-commerce of "firearm accessories", barrels, and any part that is used in the manufacture of a firearm starting 1/1/2026.

It’s really tiresome and I know that is the point. It’s amazing how long it takes the courts to resolve this and SCOTUS keeps punting.
