No definition of loan in "16100-17360" that I could find.
Just my opinion....

If she brings the handgun to "real property"
Loans the handgun to him.
He puts the handgun into a California approved gun safe that she has no access.
The handgun never leaves until the loan is terminated and she picks up.
If she becomes prohibited returning/transfer handgun will become troublesome.

He is taking possession and liability.
Hope she is a real good friend and of good moral character.
One must question the circumstance of the DV arrest...all 3 sides.

If you do not want it and she becomes prohibited it gives you time to sell at market value.

Yes, under 27885.
That loan is made at any place and can be moved to different locations as long as the owner is present.
Also does not limit to handgun.
Example: allows "hunters" to "loan or share" firearms for such a purpose needed to hunt.

27885. Section 27545 does not apply to the loan of a firearm if all of the following conditions exist:
(a) The person loaning the firearm is at all times within the presence of the person being loaned the firearm.
(b) The loan is for a lawful purpose.
(c) The loan does not exceed three days in duration.
(d) The individual receiving the firearm is not prohibited by state or federal law from possessing, receiving, owning, or purchasing a firearm.
(e) The person loaning the firearm is 18 years of age or older.
(f) The person being loaned the firearm is 18 years of age or older.

I do not see a limit of days or the need for the owner to be with the "handgun".
Once loaned the handgun can not leave the location of the loan.
Example: owner of a house can give permission "loan" a handgun to house sitter for self defense when owner is away.
Am sure Portantino in his wisdom did not see it that way........but that is how I read it.

SB 172, Portantino. Firearms.
(1) Existing law, subject to exceptions, generally requires the loan of a firearm to be conducted by a firearms dealer.
This bill would authorize the temporary transfer of a firearm without a firearms dealer’s participation to a person who is 18 years of age or older for safekeeping to prevent it from being used to attempt suicide, as specified. The bill would also authorize the loan of a firearm without a firearms dealer’s participation under other specified circumstances and if certain conditions are met, as specified.
27881. Section 27545 does not apply to the loan of a firearm if all of the following conditions are met:
(a) If the firearm being loaned is a handgun, the handgun is registered to the person making the loan pursuant to Section 11106.
(b) The loan occurs within the lender’s place of residence or other real property, except for property that is zoned for commercial, retail, or industrial activity.
(c) The individual receiving the firearm is not prohibited by state or federal law from possessing, receiving, owning, or purchasing a firearm.
(d) The individual receiving the firearm is 18 years of age or older.
(e) The firearm does not leave the real property upon which the loan occurs.

Just my opinion.
I am not even close to your knowledge base but try to understand the "ununderstandable" and ever changing California firearm laws.

That's good news. To me it sounds like the casino was more upset that she interrupted the revenue stream, and was making sure to double cover their own ass since he fell. I've seen way worse, and security just marches them out the front door.
