Clarification on obtaining AR-15 parts

Hi. So I am moving to CA and was initially planning on bringing a completed AR as well as a couple recievers (i'm thinking one as a pistol and the other as ca compliant - obviously the non-compliant ones will be and remain disassembled). I believe when i move i have to declare them on a form with every other gun(?)
I was looking and it seems as if to get barrels (and i assume also completed uppers?) i also have to do a bgc as if i was buying a reciever. So how does that work? Do they recieve a SN? Can I go to Vegas and get parts there and bring them back? (Also are the frt triggers allowed to ship/be sold there?)
I guess I am just unsure how regulating multiple, non-serialized parts on a customizable platform works.

Uppers aren't serialized, bring them it doesn't matter.

The lowers they go on once they get here will matter

You will have to register anything that's serialized. I don't know if you can do it directly on the doj website, or whether you have to go through an ffl. But you do need to go through the process if you want to stay in compliance

I get that, I guess what I don't understand is the barrel restriction. How does that work? Is it just an extra step when you buy it in California and thats it? It doesn't seem to make much sense, but then again, I'm learing I shouldn't be suprised when it comes to gov't.

The real bummer is that if you buy it from somewhere with no tax then the FFL most likely will charge you the tax while at it. Depending on the upper this might be a significant amount.

Buy anything you need before you arrive. California does not like gun parts.

I think for parts, you can go to vegas and buy whatever parts you want and bring back (barrels, uppers, etc). Obviously just not the lowers. I don't think there's anything out of compliance there.

Yea they have FRTs in Vegas and Arizona.

I wouldn’t buy one and drive right back to CA. They have sting operations by gun stores close to the border.

Also they’re illegal in CA. I hear them all the time at ranges though. Especially so the further you get from the cities

And tools. Tried ordering a Wheeler Master Kit from PSA back in March, and the order was denied and refunded for noncompliance (CA nonsense). Literal tools FFS

I am more of a rifle guy than a handgun guy but out of curiosity, why would anyone buy a serialized handgun barrel without like the full firearm? I know my HK VP9 has a serial on the barrel (same as the one on frame), do people really sell their own serialized barrel?

There are people that like to change out parts and buy new stuff including barrels. Someone may not have the need for an old stock barrel and want to sell it. So in a case like that you just need to make sure that you don't run into any issues
