CCW ASCO/Hayward PD CCW Application

Good morning,

Thought I'd share my current progress with HPD and the ASCO in regards to their respective CCW process.

Originally, I applied with the ASCO for a CCW permit on 04JAN2024 before the ASCO pimped out the applications to cities with their own PD. Called over to the ASCO office responsible for processing CCW applications asking if they were still processing applications submitted before the updated policy change. Received an email from the ASCO office stating that "if or when, we (ASCO) issue you a license and you renew with Hayward PD as you will have to, you start all over as an initial applicant". Decided to abandon the process with the ASCO and submitted my app with HPD.

As of:
06 AUG: Application Submitted with HPD ($91.72). Received an email from HPD requesting LiveScan.
07 AUG: LiveScan completed ($123.00). Application still not assigned to worker. LiveScan email stated that HPD will reach out within 90 days to schedule interview.

Will continue to update.

Im in the same boat as you. I applied and did my livescan. I called HPD two weeks ago and spoke with Officer Cantrell who is in charge of the CCW applications. He stated that they are looking to hire someone to do the background checks and should start the process shortly. He stated I was 4th in line. One thing that worried me was he asked "you already did the live scan?". This implied to me they dont know the process of their own email system provided because it specifically stated to take the livescan. I will update with any information.

Did they refund any fees you had paid?
Wonder if Hayward PD is using Permitium to process...if they aren't yet- bet they will.

Update: I reached out to Officer Cantrell at HPD. He stated a person has been hired for the position and will start beginning of December.

Hello friends, I picked up my permit recently from the sheriff and was informed most city's renewals have to go through city PD. Hayward specifically requires a "new" application, fees and hoops and all. My optimistic side says they just haven't put much thought into it and could be open to change. The other side of me, well...you know. Has anyone heard any positive news on whether the city may ease things for existing permit holders?

We existing permit holders are like poor fostered children being moved on from one foster home to another.

We have been good boys and girls..... passed all checks, interviews, tests, classes, qualifications, and more.

Hopefully our local PD will be easy on us and take us in.

I also applied beginning of Aug and still waiting.

I finally received a reply from ACSO to submit my Live Scan. I waited 16 months for this, but I've decided to withdraw my application and go with HPD. We wasted time and money with them.

Email from ACSO:

The application process has been delegated to the local agencies. If you are a resident of the cities listed below, your application with the Sheriff’s Office can be withdrawn, and you can proceed with your local police department, which likely has a shorter list of applicants.

San Leandro

Piedmont

Emeryville

Livermore (incorporated areas)

Hayward (incorporated areas)

Albany

Alameda

Pleasanton

Union City

The fee you have so far paid, as you signed and agreed on when you filed your application, is non-refundable.



It is a matter of time when the other cities will follow. In the event that ACSO issues you one soon, note that those cities will most likely have you apply as initial again upon renewal. So think hard about having to go thru the process (and paying) twice, if you feel you could not wait further.

What a bunch of F’ing S-H-I-T. They are essentially taking your hard earned $$$ and telling you tough . This is yet another reason people hate government and its administrators.

I am currently waiting for the face to face interview. The CCW technician seems like a great guy and easy to work with. He is responsive and very informative.

I reached out to ACSO about my prior application fee. They told me it was not refundable. I stated that if I failed the background test or pulled my application myself, then I would be ok with no refund. It was ACSO decision not proceed with the application and hand it off to the city of Hayward. After a little back and forth, they provided me an application refund form. I cant imagine how many application fees they did not refund.

The CCW technician called today to set up the face to face appointment. He stated I was one of the first people to apply to the city of Hayward (applied 7/11/24), You probably wont get an interview until the technician reaches out to your references you listed on the application.

CCW tech already called all my references a few weeks ago. He let me know that he will be notifying me soon when I called last week. I applied 7/30/24.

Got the same goofy worded County letter requiring it to be re-read a dozen times to understand it.

My understanding from reading is the County will still process your original application that you “agreed to and paid for” using their language, assuming you applied prior to the process shift to the various cities that will now process ccws. This is why no refunds.

The letter also states that renews will be completed by these cities requiring that you stayer the process from step 1 at renew. However, I have read these has been changed through work of the CRPA as posted on Calguns.

Update 02FEB25: HPD investigator called to set up interview. Interview is scheduled for this week! Investigator called on a Sunday afternoon.

Do we know Hayward live fire qualification requirements? Is it same as Alameda?

Did you receive your permit already? I just applied for mines through HPD and I’m hopeful lol!
