Why would they refuse it? Barrels under 16" are not illegal to own, sell, or transfer. To be on the safe side I would double-check your FFL doesn't believe otherwise, and if so find another FFL.

For now they just have to have you sign an acknowledgement form and show proof you are 21+. Beginning July 1, 2027 you will need to pass a background check to transfer a barrel.

The options on ATF 4473 are long gun (rifle), hand gun (pistol), and other (receiver/frame). My understanding is that the stripped lower is purchased as an "other" by the original buyer and then registered or PPT'd as a semi auto handgun in CA.

You can purchase a receiver as an other and form 1 it into an AOW at the very least

That may be another route, although from what I've been reading CA Form 1 AOW approvals have been pretty inconsistent since the beginning of the year. Some have been denied or held for state-law review, although there were reports of a few approvals in April. Not sure how ATF would treat a receiver brought in as an “Other” specifically.

There's another thread on here about how the ATF not giving out stamps for Californians this past year, even though they're legal here. Stripped AR lowers are considered "other"s for the purpose of the 4473 and it's supposed to be an "other" on the DROS as well, but some CA gun stores don't know that and send it as a rifle, even though it doesn't meet the definition of a rifle. The ATF doesn't care about what the DROS says, state definitions have zero bearing on federal regulations. Even if you form 1 a stripped AR lower that was DROSed as a rifle it would still be legal on the federal level because it was never a federal rifle, on the state level it would be a state SBR which AOWs are exempt from the possession ban here.

The ATF seems to be working through the problem from the CADOJ at the moment, should be an update "soon".

I submitted my eform1 to make an AOW out of a Mossberg Shockwave at my AZ residence on 7/9 and got the approval back on 7/31.
Now I just need to get the receiver engraved before I can shorten the barrel to get the gun under 26" long.
AOW's don't require federal permission to leave the state they are registered in.
My 13.6" barrelled mossberg 590 AOW will be CA legal because it's a federally registered AOW.
