No and neither will accessories, parts, or tools. You're confusing AB1263 with SB704 (barrel bill). (understandable because they overlap)

The only thing requiring a background check is a barrel STARTING JULY 1st 2027.

Barrels or anything containing a barrel (IE uppers) must be transferred via an FFL starting January 1st, 2026. This included private party sales of barrels

Everything else sold by "Firearms Industry Members" will require ID check, age verification (18+), written warning acknowledgement, shipping to address on ID only, signature required for shipped packages.

California Penal Code § 33700(a)(1) mandates that firearm barrel transactions must be completed in person by a licensed firearms dealer. Penal Code § 33700(a)(3) prohibits the possession or offering for sale of a firearm barrel in violation of this section, effectively barring direct individual sales without a dealer. Penal Code § 33700(a)(2), effective July 1, 2027, adds an eligibility check requirement to dealer transfers. While some estate transfers are initially exempt, Penal Code § 33700(g)(6) requires subsequent sales to a third party (excluding law enforcement or dealers) to go through a licensed firearms dealer.

hoping we’ll get some concrete direction for private sales of parts and accessories. i’m not a firearms industry member, just trying to clear off parts for guns i’m selling or previously sold
To be fair, im sure everyone is wondering the same thing since this whole situation started. Plus, no one would want to sell/ purchase and get into trouble...or even banned here?! :oops:

I believe you will need to ship barrels and uppers to an FFL, same as a gun. Accessories should be ok to ship directly to yourself.

If you’re shipping to yourself that’s a gray area we can’t advise you on.

Welp. Numrich won't sell me a stripper clip for a MAS-36. Really funny law. I suppose this is technically a "firearm accessory" ... increase the speed at which a person may reload a firearm.

While the bill itself is a hot mess, it's fairly clear that the definition of "firearms industry member" applies to a very specific subset of society, and someone merely selling some leftover bits and bobs IS NOT a "firearms industry member"

“Firearm industry member” shall mean a person, firm, corporation, company, partnership, society, joint stock company, or any other entity or association engaged in the manufacture, distribution, importation, marketing, wholesale sale, or retail sale of firearm-related products.


Additionally it's reasonably clear that aside from barrels (I need to look into the legislative history on how that turd came into being), the INTENT was to restrict 80% "precursor parts" such as receivers, etc. that the grabbers claimed could quickly and easily be used to built a scary "ghost gun"... anyone who has experience with 80% builds probably knows the 100% result may or may not perform as intended, but the main concern seems to be people manufacturing "more than four" firearms a year, or otherwise engaging in a "off the books" production line for profit, or nefarious reasons to equip bad operators with untraceable guns out of purview of the FFL licensing system.


The obvious flaw in the current hysterical interpretations of these crazy laws is that you can't produce a functioning firearm from a trigger, a spring, or the vast majority of bits and pieces UNLESS you have the "frame" or receiver into which all the other (fairly intricate and proprietary) parts must be inserted and properly connected in order to result in a functional firearm. Even a barrel without a frame or receiver is basically useless, but I think we all know that those who write these laws are not interested in FACTS and REALITY, but rather are focused on doing "something" will pad their campaign funds and increase their opportunity to stay in elected office as long as possible (possibly while "bang bang" the staffers or foreign spies infiltrated into positions to "influence" the downfall of the US...).


The above is NOT a single sided "political" thing, but I think we all should be realistic about how little our "representatives" actually REPRESENT "We the People", and ask ourselves why virtually every "common sense gun control" law turns LAW ABIDING citizens into criminals, instead of removing criminals from law abiding society! We should demand better.
 
And the net result is that no sane person or company wants to even try to deal with CA's insane, convoluted, illogical, and often unconstitutional in the rest of the US... "laws".

When these "laws" survive here, they often spread like a cancer to other states, who "cut and paste" the same gobbledy gook word salad onto their books... you'd think that those in still relatively free states would want to help those "behind enemy lines" (or on the front lines) while they still can....?
