They do come maglocked

Sounds like trying to skirt the mag lock with the rimfire pathway. But it does not translate to pistols outside of the Olympic exemption pistols.

Okay, let's start over. Converting a pistol to a different caliber does not make it illegal. Assuming that the operation of the pistol and location of the magazine adheres to California law.

There are plenty of 22LR uppers that can be put on berettas, glocks, sigs. Etc.

Originally, I thought you were trying to apply the logic that a 22 rimfire AR15 can have a detachable magazine and extrapolate that to a 22LR ar15 pistol

Yes, legal, 22lr upper also legal, but unsure what the "internal mag lock" is exactly, and if it works with 22lr mags. Also this is a single shot, not able to register as a semi auto.

I guess my question was more toward replacing upper with another in this case 22lr. Figured a kit would be better as no changing involved.

I think they use hogue freedom fighter now. I think it’ll still work with ar22 mags. I’ll replace the bolt catch with. A catch 22 one I have lying in my goodies box

The best way to do this (legally) is to get yourself a registered AR pistol in .223 (maglock it however the hell you want for CA compliance) and then get a simple AR .22lr conversion setup for said pistol.

My original intention is to get a pistol lower an upper and use my conversion kit

Converting to semi-auto is a "gray-area" according to the DOJ memo it "MAY" constitute manufacturing an "unsafe handgun", but no one has been charged for doing it, and there is no law saying it's illegal. If you're concerned, find a registered Pistol (semi-auto Handgun) lower from a private party. Typically $600-$1000.
