What city in the East Bay Area has the best CCW policy?

Out of all the cities that process their own CCW applications, what city in the East Bay Area has the best CCW policy? I'm considering purchasing a home soon and the CCW policy is relatively important to me. I heard Brentwood allows 5 firearms + modifications? Pleasant Hill allows 3 + optics + flashlight but has to be on roster. What other cities do you guys live in with a laxed policy?

Brentwood is VERY expensive, requires psych eval, personal references, interview with PD, etc. I would NOT call them 2A friendly.
