Intrafamilial Transfer AR Pistol

New to AR pistols and would like to own one.

Can someone "intrafamilial" transfer "other firearm" stripped lower to family out of state, family member then builds lower into CA compliant pistol, then transfer back as a pistol?
Is this legal to do?
Is there a better process to acquiring a pistol lower other than spending $1000 PPT?

I understand if this is legal that my family member could just purchase and ship an AR15 complete CA compliant pistol lower but I already have a new Aero M4E1 stripped lower Id like to use.

Currently researching to find the best way but would love any extra information that could speed up my process, thanks.

If say your father has a Aero lower he purchased in another state. (assuming state does not it have it registered as a Rifle)
He can ship that firearm to CA to you as a gift and indicate its a pistol since in his home state he typically could build it into a pistol if he wants too. Just make sure your receiving FFL is OK with doing the transfer.

Your original gun would of been DROS'd as a rifle so it can't be changed to a pistol out of state.

You can look at your DROS but short answer is no.
CA has two main options: Handgun or LongGun. There are variations of option under long gun (like Rifle/Other/ect)they can pick but it still will not be a handgun unless you were a LEO.

Recently a family member in another state I will not mention, was going to do a intrafamilial on a hand gun that he just purchased on gun broker. He went to the local FFL gun shop to pick it up when he mentioned at some point to his wife standing near by that he was going to give to his mom some day, (who lives in Calif). Shop owner stopped the transfer and said he would not handle paperwork as it is a straw buy. Will send gun back to seller.

Most store will do the same. Though you "can" buy a firearm as a gift by him saying that in the store is going to put doubt in the dealers mind that he is not the "actual buyer" of the firearm and may be doing the paperwork for someone who can't. (FYI a straw purchase can be many things other than the intended user being probibited.)

That said if he was in his local store and was asking the legality of what he wanted to do in advance they may of allowed it had he been upfront. Hearing him tell another person his plan is going to lead to doubt in the dealers head. No dealer is risking their livelihood to make a couple dollars on a sale/transfer.
