Question I need some help settling an argument

Sorry if I posted in the wrong forum.
Hey there maybe someone can help me settle a little argument . I have a friend who's father lived in Ca but passed away in arizona and had a hunting rifle in storage in Ca . No Will no estate . Divorced . My friend wants to sell the rifle and I told him he has to take ownership and and fill out the intrafamilia or whatever it is called and send it in then he becomes owner of the firearm then he can sell it to sportsman's where house I think he said . He says he has to dros it to himself then he can sell it . Maybe we are both wrong . Dunce it's not a real cut and and dry situation with him being in another state when he passed and no will . Thanks for any info !
