The major gripes I have with condition 3 carry (Israeli carry) are that it requires two hands and was devised to avoid the short-comings of training for a mandatory civilian enlistment environment. With practice and increasing comfort, the need to keep the chamber empty will subside.
IMLTHO, Avoidance of bullet setback is an excuse for employing a sub-optimal technique. You have the gun with the ultimate goal of shooting it as quickly and efficiently as possible. Chambering a round before you can do that is antithetical to the goal. You aren’t going to draw and shout, “STOP, OR I’LL CHAMBER A ROUND!”
