They don't and if they did they couldn't get a conviction. The ENTIRE limit is to stop people from selling as a commercial venture. So they can capture the taxes. It's the same with cars. There is a legal limit on how many cars you can sell in a year as well. But obviously you can sell a collection of cars if you want. Just can't do it as a ongoing for profit business without going thru the paper work.
