The Court, having reviewed the Proposed Order, accordingly ORDERS, as to Defendant Bonta:

Residents of states and US territories besides California, who are:

members of the California Rifle & Pistol Association, Incorporated,Gun Owners of America, Inc., Gun Owners of California, Inc., or The Second Amendment Foundation, and;

who are not otherwise prohibited from possessing firearms under federal or California law,

upon proof of such membership, are entitled under this Order to apply for a California concealed handgun license as provided for under Penal Code...

This Order shall become effective 90 days after its execution.

If applying through LASD, at the current rate it may take that applicant 2.5 years to secure the permit.
If I recall, the small town of Isleton was issuing permits to California residents who did not live with in its boundaries; this “issue” was soon corrected by the state legislature, but was interesting nonetheless.
How long will it be before some small, cash-poor IA figures out a way to turn this into a money maker?

I believe Chief Byrd was also issuing to applicants not even from Sacramento County; but a lot of his PD (whole city?) budget seems to have at one time come from CCW permit fees.

You must have a good faith intention of visiting that county or city within the next year. Besides that, it's your choice. I'd recommend researching which counties/cities issue permits relatively quickly, without added-on nonsense expenses like psychological examinations. But note that depending on how many people apply for this, even friendly counties may be busier for a little while and take longer than normal.
 
The huge advantage to non-residents is indeed very interesting, but also in a way highly discriminatory. Hopefully things in places like Los Angeles will change, but they will drag their diamond-coated titanium heels as long as possible to deny their own residents. And getting there will possibly take decades. Look at how long Duncan has been going…
My hat is off to CRPA, and as a life member I feel that they are making great progress, in spite of the Democrat rapists.
