CA SB704 - FFL transfer for firearm barrels

Commencing on July 1, 2026, this bill would, except as specified, prohibit the sale or transfer of a firearm barrel, as defined, unless the transaction is completed in person by a licensed firearms dealer. The bill would require the licensed firearms dealer to conduct a background check of the purchaser or transferee and to record specified information pertaining to the transaction, including the date of the sale or transfer. The bill would require any costs incurred by the Department of Justice to implement these provisions, which cannot be absorbed by the department, to be funded from the Dealers’ Record of Sale Special Account upon appropriation by the Legislature. The bill would make a violation of these provisions punishable as a misdemeanor. By creating a new crime, this bill would create a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Well, after the frame/receiver SCOTUS fiasco, and the 9th en banc ruling that a mag is an "accoutrement" this isn't a surprise.... they will take a typical firearm parts diagram, and write a law so every stinking piece (they discovered firing pins being microstamped worked pretty good already) has a "sin tax", a requirement to be transferred at an FFL, and a full backgroung check (with associated $$.$$).

So do you think only conservatives can fix this alone or do you need a coalition? It's ok if it's political. You need to convince people to come to your side. The part that's not okay is calling people adjectives based on media stereotypes instead of a person on the other side of the screen

The question is what can we do? This isn’t good but seems like it wouldn’t work because it’s an integral part of a firearm for replacement. Not sure if they can infringe.

I think there’s two things to it.

1.) Contact your local rep
2.) Stop it before it becomes something

3.) if it passes then we move to CRPA. My understanding is they can’t do anything until someone is affected by it. Meaning law has to pass then they have to buy a barrel and go through that process before they can get involved

Don’t wait for passage and then endure a 5+ year journey through the courts. CRPA has a full-time lobbyist working the Capitol on gun issues. He and staff have been successful in weakening or killing bills before they get rolling. We can’t stop them all, but we can use the lobby in place to try to curb the impact. It’s hard to leverage the Dems since they have a supermajority in both houses, but the fight starts there.

CRPA seems to be fronting the majority of lawsuits in CA and is backed by the NRA and a newly-created coalition of other national gun rights groups. They have periodic regional meetings and greet sessions, but I’ll try to scrounge up some further information.

It's not really a "left/right" issue, and sometimes so called "conservatives" seem to swing the wrong direction! I can cuss out BOTH sides sometimes when they are acting stupid! I'm lucky enough to live in an area of CA where having guns is a perfectly NORMAL thing, and it's frustrating to watch the shenanigans of the Sacramento mafia... er judiciary/legislature that often seems to have no concept of firearm use or function!

It's a challenge with all the divisiveness to build a coalition, but I've "converted" a few friends and family members to at least not spout the silly "common sense gun control" BS. There are some basic FACTS that we should be able to agree on, and then it's necessary to learn a whole lot about the mechanics of firearms, and statistics so you can respond to the hysterical screeds that too often accompany "GUNS!!!!" and the discussion thereof.

We should be able to explain things like how statistics about "gun violence" are used to tug emotional strings to get people to accept lies... And shift the conversation from blindly fearing and condemning inanimate objects (like gun barrels!?) to sorting out how to deal with the 60+% of gun violence that is SUICIDE, and the large remaining percentage that stems from gang/drugs/criminal activity, mostly in a handful of big cities (and yes, they are predominantly "blue" cities).

Criminals and criminal behavior (like a certain guv who dumped tens of thousands of criminals from jail onto the streets) are WHY I decided it was important to excercise my 2A rights. The right to SELF DEFENSE is at the core of the right to keep and bear arms, and that is too often forgotten until the violence hits close to home.

Limiting the rights of law abiding citizens or turning them into criminals because of which inanimate objects they own is NOT "common sense", but rather insanity that does no good in the greater scheme of things.

”Ghost guns.” This makes barrels a “precursor” part. It was a “spot bill” waiting for an issue. The bill was amended to this form on the same day (March 26) as the SCOTUS ruling on “ghost gun kits”.
It appears to have been waiting in the wings and is so new the author hasn’t dropped a press release on it.

You make good points, but a couple of generalizations could use amplification. The Sacramento mafia isn’t from Sacramento and the judges which give us the most problems (CA 9) and the Legislature are not from Sacramento. The judges sit in San Francisco and Pasadena and the majority were appointed by Dem presidents (Trump made some inroads, but Biden backfilled vacancies on CA9 and district judgeships). The Legislature comes from all over the state, but is heavily weighted to the Bay a]Area, Los Angeles and San Diego….major metropolitan areas which send their Aholes to Sacramento.

If we want to target the problem, we need to be informing folks at the grassroots-roots level. There are 80 Assembly Districts and 40 Senatorial Districts.

Here’s the layout of the Assembly Legislative districts in 2011 (it hasn’t improved). The non-urban areas are more conservative, but larger to establish population-served bases for representation.

That may happen, but it has already been G&A’d to get to this point, and its submission at the same time as the SCOTUS decision on ghost guns is not coincidental. It’s now in Rules Committee for assignment to Policy and Fiscal Committees. As to Newsom, this is part of a coordinated legislative package to keep the “California tough on Gun Laws” train running. The SCOTUS ruling against ghost guns sets this up perfectly. But, it’s a two-year session, and Newsom will be termed out at its end with Gubernatorial election in Nov 2026. He will then have 2 years to get his presidential train in place.
