Say I had a rifle with a rugged flash suppressor on it. If you used a rugged blast can (same type of device as a Surefire Warden) would it be considered a FH or a muzzle brake?

If you have a device called a flash suppressor/hider attached to a rifle, the "authorities" will ding you for a flash hider, no matter what you put over it.
IANAL.

Flash hiders are only a problem if you are going the featureless route. If you use a fixed mag/mag locking device you can have a flash hider, standard grip, vertical foregrip, adjustable stock, etc.
